About Us

Kerala State Construction Corporation Ltd (KSCC Ltd)

The Kerala State Construction Corporation Ltd. (KSCC Ltd) was established in 1975 vide G.O.(MS) No. 39/75/PW dated 27.02.1975 as a fully owned Government of Kerala Undertaking. The Government of Kerala holds 100% of the share capital of the Corporation.

KSCC was constituted with the primary objective of curbing the prevailing practice of cartelisation among private contractors, who often quoted exorbitant rates and delivered substandard quality works. To address this, the Government deemed it necessary to create a dedicated public sector agency capable of executing major government projects efficiently, economically, and with assured quality.

Vision and Objective

The core objective of KSCC is to develop quality structures and infrastructure facilities for public welfare at reasonable cost. Guided by this vision, KSCC has successfully executed and managed several major infrastructure projects across the State of Kerala, covering roads, bridges, buildings, and institutional facilities.

Governance and Management

The affairs of KSCC are managed by the Managing Director, subject to the direction, control, and supervision of the Board of Directors. The Board comprises:

  • Hon’ble Minister for Public Works & Registration – Chairman

  • Principal Secretary to Government, Public Works Department – Vice Chairman

  • Chief Engineer, Irrigation Department (IDRB) – Member

  • Chief Engineer, PWD (Roads) – Member

  • Chief Engineer, PWD (Buildings) – Member

  • Representative from Finance Department – Member

The total staff strength of KSCC at present is 167.

The delegation of powers within KSCC is governed by the Memorandum and Articles of Association of the Corporation. Based on this, the Board of Directors delegates powers to the Managing Director for the conduct of the day-to-day affairs of the Corporation.

Sources of Income

The present sources of income for KSCC include:

Centage charges from works executed through KIIFB

Consultancy charges received from various client departments

Role as Special Purpose Vehicle (SPV)

KSCC has been nominated as Special Purpose Vehicle (SPV) for several KIIFB-funded projects under various departments, including:

SC/ST Department

Construction of Model Residential Schools (MRS), Industrial Training Institutes (ITI), hostels, and related infrastructure amounting to ₹225 Crores.

Registration Department

Construction of 3 Registration Complexes and 49 Sub-Registrar Offices worth ₹100 Crores.
Out of these, 23 Sub-Registrar Offices have been inaugurated, and the remaining works are in good progress.

Home Department

Construction of 6 Court Complexes with an estimated cost of ₹175 Crores.

  • Thalassery Court Complex – work in good progress

  • Court Complexes at Koothuparambu, Palakkad, Ranni, Peerumedu, and Nedumkandam – in approval stage

Other Major Assignments

  • Execution of works under the Kasargod Development Package, including the construction of a Mini Stadium at Kallikadavu, Kasargod District (in good progress).

  • Construction of “Sthree Souhrida Vishrama Kendras” (women-friendly waiting centres) at various locations, amounting to ₹1 Crore, under KSCC’s Corporate Social Responsibility (CSR) Policy.

  • Execution of two major bridges at Moolampilly – Pizhala for GIDA, which were inaugurated recently.

  • Construction and maintenance of buildings for various colleges under RUSA.

Engineering and Administrative Setup

The supervision and execution of projects are carried out by the Engineering Wing of KSCC, headed by the Managing Director and supported by:

  • 2 General Managers

  • 1 Deputy General Manager

  • 7 Regional Managers

  • Project Engineers, Assistant Project Engineers, and Engineering Assistants

The Engineering Wing is supported by:

  • A well-established Accounts Branch, headed by the Finance Manager and Chief Internal Audit Officer

  • An Establishment Wing, headed by the Secretary

KSCC employs a highly qualified and experienced team of engineering professionals. Estimates are prepared using PRICE software, and the entire contract finalisation process is carried out through e-tendering, ensuring transparency and efficiency.

Financial Performance

As per the 2019–2020 provisional accounts, KSCC recorded a net accumulated profit of ₹70.39 Crores. KSCC is one of the few Kerala Government Undertakings consistently operating in profit.
